The Town of Fowler began in 1816 and was named for Theodosius Fowler, (1753-1841) a local landowner, who had served as a Captain in the American Revolution.
Fowler is located in southwest St. Lawrence County and borders the towns of Rossie, Gouverneur, Hermon, Edwards, Pitcairn, and Antwerp.
The Oswegatchie River's main and west branches flow through Fowler with scenic portages. The town is a beautiful setting for the Gouverneur Country Club and home to the Sylvia Lake community.

St. Lawrence County includes the St. Lawrence River and the Adirondack Mountains in Northern New York.

Fowler Family Day Thank You
Fowler Family Day 2026 is in the books. While the rain dampened the grounds, it didn’t affect the spirit and dedication of our Town residents. Final figures show a profit that rivals previous years with great weather. The Family Day Committee is pleased and so proud of our friends and neighbors.
The Committee always invites politicians in nearby communities and at the County and State levels. We include 5 tickets that nearly all those invited bought to aid our efforts to maintain and enhance our playground. This year, our Senator Mark Walczyk was the winner of the first-place cash prize. He graciously donated his winnings back to the Town of Fowler. We admire his dedication not only to his office and protection of our interests in New York State, but also his compassion for this great cause we call Fowler Family Day! Thank You, Senator!

"Interested parties are hereby notified that the U.S. Army Corps of Engineers (USACE), Buffalo District has received an application for a Department of the Army (DA) permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public and information necessary to evaluate the probable impact on the public interest regarding the proposed activity as described below and as shown on the enclosed drawings."
"Any person may request, in writing, within the comment period specified in this notice, that a public hearing be held to consider the application. Requests for public hearings shall state, with particularity, the reasons for holding a public hearing. Requests for a public hearing will be granted, unless the District Engineer determines that the issues raised are insubstantial or there is otherwise no valid interest to be served by a hearing. Sullivan Road Brush Drop-Off
is now open for use.
Fowler citizens who want to use the brush drop-off must first contact the Highway Superintendent, Nelson Bice, at 315-854-4580, as he will need to inspect and approve their load and open the gate for entry. Click to download a larger version of the map.
FYI: Sullivan Road Recreation Area / Boat Launch
Effective immediately the Hollow Dam Project on the Sullivan Road has ceased operation and the Ampersand Company will not be renewing their lease. Ownership of the property at that location has reverted to the prior owners who will no longer offer any public access to the picnic area and the river. Should a new lease be acquired the owners will revisit the situation.
