Not only will this information provide the specific elements needed to value each parcel of property, it will also become a valuable record of information for future use by the assessor’s office. The family day committee again took the opportunity to honor one of their own by dedicating this year’s event to Tami Gale. Honoring her dedication to taking care of many of the behind-the-scenes details that help to make the day a success year after year. Featured this year was Pipsqueak the clown, providing strolling comedy to children and adults alike at Fowler Family Day 2025. As always local merchants, manufacturing facilities, and citizens stepped up to fund this event. Family Day gets bigger and better each year, and we look forward to 2026 being as successful. It was a packed house in the town of Fowler on Tuesday evening (December 14, 2021) with dozens filing into the town hall to hear more about Titan Mining’s next project at Empire State Mines. The company is planning to begin open-pit mining in two locations near its number two mine, an opportunity for more job growth “Roughly 10 more jobs directly and a couple more indirect,” Titan Mines general manager Joel Rheault said. In doing so, an access road is needed to help transport zinc ore to its main plant on the other side of Sylvia Lake. That road will cross over East Shore Road and Pump House Road. Both are in residential areas, which has some locals concerned. “They didn’t tell us they were starting,” Alan Hopper said. “We just happened to begin to see construction vehicles, the logging operation going on.” Hopper is one of a handful of year-round residents on Pump House Road. He says early work on creating the access road has left parts of their road a mess. “With the muck and the saltation, the erosion that was going on, it became nearly impassable at times,” Hopper said. Titan Mining has since cleared the road but it’s problems like these that Hopper and others are concerned about moving forward. They raised concerns about safety at these intersections and questioned who will have the right of way. Titan general manager Rheault did address that. “The road traffic on Pump House Road and East Shore Road trying to access either the boat launch or the residences along Sylvia Lake would have priority,” he said. Rheault says they are also evaluating different traffic patterns that would make the intersections as safe as possible. Ethics Board The Fowler Board of Ethics Committee consists of five members, Chair Alex Mackinnon, Marcia Cleveland, Vicky Cappellino, Vivian Goodman, and Leo Knight Jr. Each member serves a four -year term. Any person may file a concern or complaint in writing to the chairperson who in turn will set up a meeting with the other committee members to address the issue. The committee may request an interview with the party or parties involved to discuss the situation further to reach a decision or solution. After the discussion, the committee notifies the party or parties of their decision in writing. There were no complaints in 2025.

    Fowler has many opportunities for recreation. Notable are the 6 Recreation areas for golf, boating, swimming, softball, and picnic areas. Recreational Opportunities in Fowler Fowler is a town of lakes, streams with the Oswegatchie River flowing from East to West through the town. Activities like ATV'ing, biking, camping, canoeing and kayaking, fishing, boating and scuba-diving make Fowler a sportsman's paradise no matter what the season. Because of the myriad types of waters, streams, lakes, waterfalls and rivers, Fowler is a wonderful place for birding and photography. Rock hounds will find Fowler a "gold mine" of rare and sought-after rocks and minerals. Snowmobiling and cross country skiing are a fun and active way to pass the winter season. Fowler offers a multitude of places for family picnics and gatherings. The Gouverneur Country Club , located in Hailesboro, is a welcoming place to shoot a round of golf, relaxing afterward in the restaurant/bar with good people. And the Fall foliage is always spectacular. Wolf Lake Hike is accessed from the Talcville Road. Talcville is located between Edwards and Fowler. This is a moderate 5 mile loop winding around rock outcrops and leads to a series of picturesque lakes, each with a lean-to, and a 40-foot bluff overlooking Huckleberry Lake. The Town of Fowler manages a number of recreational facilities. Our ball field is located in Hailesboro, a hamlet of Fowler. Fowler is home to Sylvia Lake , a beautiful, spring-fed lake with fishing access and a public beach, maintained by the Town of Fowler. The Sylvia Lake Beach is open to the public seven days a week from the end of June to the end of August.
