Fowler has many opportunities for recreation. Notable are the 6 Recreation areas for golf, boating, swimming, softball, and picnic areas. Recreational Opportunities in Fowler Fowler is a town of lakes, streams with the Oswegatchie River flowing from East to West through the town. Activities like ATV'ing, biking, camping, canoeing and kayaking, fishing, boating and scuba-diving make Fowler a sportsman's paradise no matter what the season. Because of the myriad types of waters, streams, lakes, waterfalls and rivers, Fowler is a wonderful place for birding and photography. Rock hounds will find Fowler a "gold mine" of rare and sought-after rocks and minerals. Snowmobiling and cross country skiing are a fun and active way to pass the winter season. Fowler offers a multitude of places for family picnics and gatherings. The Gouverneur Country Club , located in Hailesboro, is a welcoming place to shoot a round of golf, relaxing afterward in the restaurant/bar with good people. And the Fall foliage is always spectacular. Wolf Lake Hike is accessed from the Talcville Road. Talcville is located between Edwards and Fowler. This is a moderate 5 mile loop winding around rock outcrops and leads to a series of picturesque lakes, each with a lean-to, and a 40-foot bluff overlooking Huckleberry Lake. The Town of Fowler manages a number of recreational facilities. Our ball field is located in Hailesboro, a hamlet of Fowler. Fowler is home to Sylvia Lake , a beautiful, spring-fed lake with fishing access and a public beach, maintained by the Town of Fowler. The Sylvia Lake Beach is open to the public seven days a week from the end of June to the end of August. Residents who disagree with their assessment are urged to meet with the Town Assessors to discuss their assessments PRIOR to presenting their grievance to the Board of Assessment Review. There are three seats on the Board of Assessment Review. Currently, the Chairman is Donna Brown. Other members are Rich Weaver and Candy Brown. The Board of Assessment Review holds Grievance Day on the fourth Tuesday of May from 4:00 P.M. to 8:00 P.M. at the Fowler Town Hall. Residents who disagree with their assessment are urged to meet '\ with the Town Assessors to discuss their assessments PRIOR to presenting their grievance to the Board of Assessment Review. To make arrangements to meet with an assessor at the Town Hall, please call the Assessors at 315-287-0045 Ext 2. After meeting with the assessors, residents who still wish to grieve their assessments may do so at the date and time previously outlined. The Board will review grievances and then decide whether to lower the property owner's assessment or leave it the same. Clerk/Tax Collector - townclerk@fowlerny.gov Regular Office hours are Monday thru Friday, from 9:00 AM to 12:00 PM and 1:00 PM to 4:00 PM. This office issues dog licenses, hunting and fishing licenses, marriage licenses, One Day Marriage Officiant Licenses, Death Certificates, Certified Marriage transcripts, Genealogical Service Requests, and disabled parking permits. Voter registration forms, absentee ballot applications and building permit applications are available at this office. Notary service is also available at the Town Clerk’s Office. We will start collecting land taxes on January 2, 2026. Taxes may be paid with cash, check, money order, and credit /debit cards. There is a 2.65% fee added if paying by credit/debit cards. Payments may be received after hours by using the drop-box located at the rear entrance of the Town Hall. Fowler Planning Board The Planning Board consists of five Fowler residents Chairman Stephen Gale, Dan Kingsley, Roger Refici, Vicky Cappellino, and John Walsh, who was appointed to the planning board in January of 2024 to replace newly elected Town Councilmember Leo Knight Jr. There are no zoning laws in the Town of Fowler. The Planning Board makes its decisions and submits them to the Town Board according to the Town’s Land Use Law. You may view a hard copy of the Land Use Law at the Town Clerk’s Office. Or you may view or print the Land Use Law from our website: www.fowlerny.com. Planning Board meetings are held, when necessary, in the Fowler Town Hall. Meetings are advertised in the local newspaper and on the Town of Fowler website.

Town of Fowler Historian The Historian’s Office is located upstairs in the Fowler Town Hall. Historian Karen Simmons is in the office on Thursdays from 1-4 PM or any time by appointment by calling (315) 287-4753 or (315) 854-5517. If you are researching ancestors and/or working on your family genealogy, contact the Historian's office as she has records on hand that may assist you in your search. She was able to confirm 28 names of people from the Town of Fowler who were in the Korean Conflict, and had their names engraved on a plaque. The plaque is hanging in our Town Hall alongside the existing plaques from the Civil War, World War I, and World War II. The following passage is from Pages from the Sketch Book of a Town Historian: Fowler 1807-1957, compiled by Helen Scott Cunningham. The early story of the Town of Fowler does not open solely with the usual pioneer picture of stern-faced men and nervous-eyed women with a few children and chickens, blankets and pots in a cumbersome wagon being dragged through trackless forests and unbridged streams to find a site where they could fell some trees and hew out a rude cabin. Instead Fowler’s beginnings were marked by romance as well as adventure, wealth as well as a struggle for existence, a mansion alongside a shanty. The traditional ox-cart may have arrived too, as settlers from Vermont and the Mohawk valley trickled in seeking a home and livelihood in the abundant forests and from the rich soil of this newly opened land of Killarney. This region, along with its neighboring towns, seems to have been a debatable ground between the Iroquois Confederacy and the Huron and Algonquian Nations of Canada and was probably never occupied for any considerable time by either. It was common hunting and fishing ground but extremely dangerous to either party for the two confederacies were ever at war with each other and bloody encounters were sure to follow should two rival hunting parties meet. So when in the division of the Great Tract, so called, near the turn of the century, Killarney (or Township No. 7) fell to the share of Robert Gilchrist and Theodosius Fowler, the history of the Town of Fowler begins.

The Fowler Town Board The Town of Fowler maintains 56.25 Miles of Town Roads. In the winter months the town plows 73.75 miles of roads which includes County Route 22 and County Route 24. The Highway Department building phone number is 315-287-0045 Ext 105. The highway cell phone number is 315-286-8664, which is forwarded to my personal cell phone, so I am easy to contact. We appreciate everyone’s patience this past year during our busy 2025 construction season. We have been steadily working on my goal of upgrading the Town roads and equipment. In early 2025 the Town ordered a new 2026 Mack Plow Truck, which was delivered in October, and is waiting for Viking to accessorize it with plows and a box. The new Mack Plow Truck will be finished and ready to use in 2026. In 2025 we rebuilt 2.1 miles of the Country Club Road, resurfaced the last portion of Sylvia Lake Road, and 1.1 miles of the Doane Road. The highway crew replaced 15 culverts on the outer portion of the Country Club Road and cut numerous miles of shoulders. In 2026 we are planning to repave the Chub Lake Road and rebuild 2.1 miles of the Country Club Road, as well as prepare the roads for our planned 2027 projects.
